Applies batch normalization on x given mean, var, beta and gamma.
tf.keras.backend.batch_normalization(
x, mean, var, beta, gamma, axis=-1, epsilon=0.001
)
I.e. returns:
output = (x - mean) / (sqrt(var) + epsilon) * gamma + beta
