Strips graph neighbor features from a feature dictionary.

    features, neighbor_config
)

Args
`features`	Dictionary of tensors mapping feature names to tensors. This dictionary includes sample features but may or may not include corresponding neighbor features for each sample feature.
`neighbor_config`	An instance of `nsl.configs.GraphNeighborConfig`.

Returns
A dictionary mapping only sample feature names to tensors. Neighbor features in the input are not included.
